New services

Work on the new services package continues. The project has now been renamed to Kali, and development is occurring on Launchpad. Most of the basic protocol / controller implementation is in place now, and very basic NickServ functionality is also present. The main missing piece at this stage is ChanServ, although there are also some other miscellaneous bits and pieces that will need to be added to other services.

If you are interested in contributing, feel free to file bugs, upload branches / patches, and so on. Please note that any contributions must be reviewed by at least one person on the coding team before they will be accepted; also, if you're planning to get involved this stage, getting in touch with someone on the coding team is probably a good idea, to make sure that you're on the right track, not duplicating any existing work, and so that any design decisions can be discussed properly.
